This is directly from their site:
1. We will redeem coupons only for the specific items included in our customer’s purchase transaction. The redemption value will be as stated on the coupon, unless that value yields a final price for such item less than zero; if application of the redemption value yields a price less than zero, the coupon will be redeemed only for the amount that yields a zero price (our customer cannot net a cash credit or payout from a coupon purchase).2. Paper coupons must be presented at the time of the purchase transaction. We will accept only coupons issued by Safeway or the manufacturer of the relevant product. We will not accept photocopies of coupons.
3. Coupons are subject to advertised offer limitations and all other limitations and restrictions on the applicable coupon or product.
4. Coupons may not be applied against any free item received in any offer.
5. Coupons have no cash value.
6. Safeway will not accept manufacturer coupons (including, but not limited to, coupons issued through a Catalina or other in-store coupon dispenser) that display another retailer’s logo or name unless such coupon is for a specific item with the same product identifiers as the product included in our customer’s purchase transaction.
7. We will not accept coupons unless they have an expiration date. Expired coupons will not be accepted.
8. We will not accept coupons that, in the determination of Safeway personnel, appear distorted or blurry or are altered in any way.
9. Sales taxes will be applied in accordance with the law of the applicable state, regardless of any coupon or other discount that may apply to the purchase transaction.
10. All applicable bottle and packaging deposits on the purchased and free items must be paid by the customer.
11. Safeway reserves the right to refuse any coupons at its discretion.
12. Purchase reward thresholds (if any) will be calculated based upon customer’s final price (after deducting Club Card savings and all other discounts and savings) before deductions for any manufacturer coupons. As an example (and not as an offer), if a $10 minimum purchase is required for a customer reward, a customer’s order at full retail would be $12, a Club Card discount of $1.75 applies, and a manufacturer’s coupon of $1 applies, the customer would be given credit for a $10.25 purchase, and would be eligible for the reward (assuming compliance with all other requirements) even though the customer’s cash payment would be only $9.25. The manufacturer’s coupon would not be deducted from the total for purposes of determining reward eligibility. Purchase reward thresholds (if any) will be calculated based upon customer’s final price (after deducting Club Card savings, and all other discounts)
13. References to a threshold purchase requirement will exclude purchases of: Beer, Wine, Spirits, Tobacco Products, Fuel, All Fluid Items in the Refrigerated Dairy Section (including Fluid Dairy and Dairy Substitutes), Prescription Items and Co-payments, Bus/Commuter Passes, Fishing/Hunting Licenses and Tags, Postage Stamps, Money Orders, Money Transfers, Ski Tickets, Amusement Park Tickets, Event Tickets, Lottery Tickets, Phone Cards, Gift Cards, and Gift Certificates; also excluded are: Bottle Deposits, Redemption Values, and Sales Taxes.
14. We gladly accept internet printed coupons. The same manufacturer and store coupon rules above apply to all internet printed coupons.15. Internet printed coupons must be capable of scanning at checkout.
16. Internet printed coupons must have serial numbers and must follow an industry-standard format.
17. Manufacturer internet printed coupons must clearly indicate that they are a manufacturer coupon and must have a valid manufacture address on the printed coupon.
18. We will not accept “free product” internet printed manufacturer coupons.
19. Internet and digital coupons that have been electronically loaded to a Safeway Club Card are automatically redeemed at the time of purchase after the club card number has been entered. All other coupon policies above apply to electronic coupons that are loaded to a club card.
20. Check with your local store regarding ‘double coupon’ advertised promotions where customers will receive double the coupon face value off the regular or club card price up to the advertised limit. Not all locations offer double coupon promotions. Limitations and restrictions for double coupon promotions may change at any time. Changes will be posted in store only.
21. Safeway does not allow a customer to redeem two or more manufacturer coupons against the same item in a single transaction.22. Coupon stacking policies for manufacturer coupons apply to paper and electronic coupons that have been loaded to a club card.
23. If a customer presents two coupons for the same item in a single transaction, Safeway will give the highest discount for that item, subject to the terms of the applicable offer and/or coupon.
24. Rainchecks expire ninety (90) days from the date issued and will not be accepted at any Safeway store after that time.25. We reserve the right to limit Raincheck quantities based on product availability and advertised limits.
26. Rainchecks can be issued for up to six (6) items unless otherwise stated in the applicable advertisement.
27. Rainchecks can be issued for all items, excluding Beer, Wine, Spirits, Tobacco Products, Fuel, All Fluid Items in the Refrigerated Dairy Section (including Fluid Dairy and Dairy Substitutes), which exclusions may vary from state to state.
28. Rainchecks can be offered for store super coupon items unless otherwise specified on the coupon. Rainchecks will not be provided for items advertised as “clearance”, “while supplies last,” “limited quantities,” or other designation indicating a limited supply.

At Safeway, can I use 2 manufactor coupons on one item if they are different, for example $.50 off 2 packages AND $1 off 3 packages? (If I’m buying 3 packages)

I am new to couponing as of like a month ago. I am wondering if you can use the same coupon more than once in one transactions. For example say I buy 4 boxes of fruit snacks and I have a coupon that says buy 2 get $0.50 off. So can I use TWO of those coupons on my 4 boxes in the same transaction or can it only be one coupon per transaction?
You can use (2) $.50/2 coupons for a total of 4 items in the same transaction. That is very common to do. As long as you are not using more than one manufacturer’s coupon per item you are fine.

I have a question about this:
“We will not accept Printable Coupons for more than 50% of a product’s value. For example, a $2 off coupon will be acceptable for a product that sells for $5 or more, but a $2 off Printable Coupon for a product that sells for $2.25 will not be accepted. ”
Is that before or after sale prices? I tried to do a deal on coffee that posted somewhere on coffee that was reguarly $3 and was on sale for $1 and I tried to use a coupon for 75 cents off Q to make it 25 cents and was told that it couldn’t be used because it exceeded 50% of products value. Other people used the coupon fine so was the cashier right or wrong. Does it need to be more than 50% of the pre sale price or the sale price. Thank you so much.

This really should be updated. Safeway’s latest coupon policy revision was done on 2-16-11. They’re much more “printable friendly” now. Basically they’ll accept all internet printables that scan – with the exception of FREE coupons requiring no purchase. My local store is even doubling them now.

I have a question that you may have already answered for someone, but I didn’t see it here so I thought I’ld ask. When loading coupons onto my Safeway card, I noticed that some seemed to be the Safeway coupons listed in their ad (example: the recent Ore-Ida coupon) but others seem to obviously be duplicates of manufacturer coupons that are floating around of electronic/printable coupon land. How will these ring up? Always as a manufacturer’s coupon? (Will it stop me from using other coupons like in the Ore-Ida sweet potato fry scenario you laid out)? Apologize for my ignorance… Thanks for your help.

Being BRAND new to couponing, I was THRILLED to walk out of Safeway having saved 49%. I know that I have lots to learn from you & I am thrilled with having found your website. I just have one quick question. I live in Western WA & the newspaper insert for Safeway had a club card + Safeway coupon for C&H Sugar. I used my club card & the Safeway coupon (worth 0.49) When I tried to use an additional Mfr coupon for another $0.55 off, the computer & cashier rejected it. I am confused why, since I did a similar thing with a Pantene purchase…I used my club card, Safeway insert coupon, & Mfr coupon ($1.00 off two bottles). So if it worked with Pantene, why didn’t it with C&H Sugar? Have you had this issue before? Thanks so much for responding!

I have a question, which I’m sure has probably been answered already.
I’m still new to couponing and I was going to take a trip to Safeway when I came across something I’m not too sure about in the coupon policy. Okay – so If I add some U Coupons from Safeways online coupon site to my club card, am I able to also use my manufacturer coupons off my items/purchase? Will it take the U Coupon and my manufacturer coupon off my items? Or does it just take one or the other?

Since the UCoupon is a manufacturer coupon, you cannot use a paper coupon on top of the UCoupon. I have found it very frustrating, mostly because if your paper coupon is worth more cents off than the one you loaded to your card and you want to use it instead… You still can’t use it because the register automatically uses the coupon loaded to your card every time. And if you are like me, you can’t remember tomorrow what you loaded to your card today! I just use paper now… easier on my noggin!
…how does one go about “loading coupon on my Safeway card? Very interested in this as I see a multitude of good buys @ Safeway w/couponing?
I know you can’t stack to manufacturer coupons but Can you stack an in store coupon ( in ad) and a manufacturers coupon?

i went to safeway last night to redeem 1.00 coupons for pom product. the bars were on sale 2/1.00. they refused my coupons..per the policy i asked if they would just adjust the coupon down to make the item free.. they also refused to do so. i told them that makes no sense because they are reimbursed by the manufacter and i’m not gaining any profit. its odd that so many stores dont know their own policies
