Combine chocolate chips and peanut butter in a small bowl. Heat in the microwave for 30 seconds, stir and repeat until smooth. Pour into the prepared pan and freeze.
2nd Layer: Nougat
Melt butter over medium heat in a saucepan. Stir in the sugar and evaporated milk, bring to a boil. Cook, stirring constantly, for 3 minutes. Remove from heat and immediately stir in marshmallow crème, peanut butter (if using), and vanilla, then add chopped peanuts. Then pour over chocolate layer and freeze.
3rd Layer: Caramel
Combine caramels and evaporated milk in a small saucepan. Cook over medium-low heat, stirring constantly, until smooth. Pour over nougat layer and freeze.
4th Layer: Chocolate
Repeat the chocolate chips and peanut butter melting process from the first layer. Pour over the frozen caramel layer.
Refrigerate for at least 1 hour, or freeze for 30 minutes. Remove from the pan using parchment paper and cut into small squares. Keep refrigerated or frozen.
